Modular Home Manufacturing Zoning Proposal

The Dennis Zoning By-law provides limited opportunities for manufacturing uses within the Dennis Industrial Zoning District.  In fact, this district is more conducive to retail and recreational uses than to industrial ones.  Recently we amended the allowed uses  to provide opportunities for some new manufacturing uses.  Since those changes were approved I have been approached with the idea that the town should consider a use that could fill an existing need, and that connects to existing skills found on the Cape.  The idea is to allow for the production of modular panels for home construction in our Industrial Zone.  The production of panels within a manufacturing plant has been found to provide opportunities for year-round construction job opportunities and providing high quality homes for assembly on a home site.

The changes that would be needed for this use to locate in Dennis are highlighted below:

As presently crafted, the by-law prohibits any use that is not specifically allowed. So, we need to amend the use table in the Zoning by-law to specifically allow Modular Home Manufacturing as a use in the Industrial District.  We also need to create a definition by which the new use can be recognized:

Section 5 Definitions

MODULAR HOME MANUFACTURING: A manufacturing facility dedicated to the construction of structural insulated panels, pre-fabricated walls, roofs, flooring, ceilings and other structural elements of homes intended for assembly on a building site.

These changes will provide the opportunity for new jobs to be created in Dennis.
